Converters that “preserve layout” usually mean “upload to a farm, hope the fonts survive.” For most edits you need the words, not a pixel-perfect clone of the letterhead.
Born-digital vs photographed
A Word export saved as PDF still has a text layer. Conversion is extraction. A photographed page does not. No converter invents letters that were never encoded — you need OCR, and you should check the output.
What you should expect
Headings, paragraphs, and lists come through. Complex tables and decorative columns often need a pass in Word. That is still faster than retyping.
